From the outset Sailing was considered by Council to be
the club's core activity.
As a result, the Vice Commodore was charged with setting up a Sailing
Committee chaired by himself and responsible to Council for all sailing
activities.
Initially, racing was organised on an ad hoc Handicap Fleet basis,
determined by boat type, 'on the water' compatibility and
turnout.
Meetings were set up to enable the members of each Handicap Fleet to
elect a Fleet Representative to:
If a particular Class within a Handicap Fleet met verifiable and
measurable 'on the water' activity criteria set down by the
Sailing Committee, that Class would be eligible for Fleet Status and
thus be rewarded with direct representation on the Sailing Committee
provided that the democratic responsibilities of Fleet status and the 'on
the water' criteria were met.
The Sailing Committee from time to time revued the Fleet Status
Criteria and which Classes met them.
Over the years, depending on the enthusiasm of Fleet Captains and
their members, Classes developed into Fleets or faded. Fleet Status was
to be solely dependent on activity 'on the water'.
Sailing Committee was charged with responsibility for all 'on the
water' activities including Cruising, Training and Junior Fleet
activities - the Datchicks. The Junior Fleet as with other Fleets had
its own Sailing Committee Representative and its own Fleet organisation.
Sailing Committee was considered by Council to be the appropriate
Committee to coordinate all water activities.
